No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law
This amendment keeps all the kings men out of your business, you are allowed your own place sovereign from that of the state, where no military shall tread. Although not one of the popular amendments, Amendment number 3 pops up often in our new world of the patriot act
And that is all to it really, it states that if the government has soldiers then they must have a means to house and feed them that does not pose an inconvenience to the American in his or her home.
I got this comic from http://www.fleetmarinelife.com/?p=585 . In it he is stating that as much as he wants it to the 3rd Amendment does not apply to him in the barracks. This is true because as a soldier he has no rights under the Constitution of the United States of America. He has to obey those orders given to him and faces jail time or death if he does not comply.
